Town of Whitewater Town Board Meeting Minutes

Chairman Lowell Hagen called the meeting to order at 7:00 PM
Present: Lowell Hagen, Robert Strand, Norman Prusener, Jorja Boiley
Norm Prusener made a motion to approve the agenda, seconded by Bob Strand. Motion passed unanimously.
The minutes of the October 8, 2020 special town board meeting were reviewed. NormPrusener made a motion to accept the minutes as written, seconded by Bob Strand. The motion passed unanimously.
Clerk report –
- A resident, Mr. Liska, called to thank the crew that removed a tree from the easement near his home. He said they did a great job and were friendly and helpful.
- In-person voting will be held October 20, 22, 26, 27, and 29, between 8:00 AM and Noon. So far about 375 absentee ballots have been mailed.
Treasurer report – Jorja read the account balances. Norm Prusener made a motion to accept the Treasurer’s and Clerk’s report as read, seconded by Bob Strand. Motion passed unanimously.
2nd Side Supervisor – Norm stated that the previously repaired cave-in, which was caused by Endbridge, has again become a problem. Clerk to send letter to Endbridge requesting that the cave-in be repaired as quickly as possible..

Sheriff’s Department Incident Report – Jacob Skibba indicated that no out of the ordinary calls were made in September. After a complaint from a resident regarding the frequent use of fireworks by residents, there was one resident issued a citation for illegal use of fireworks.
Edge Broadband requests a variance to operate a business from their outbuildings. Bob Strand made a motion to grant the variance, seconded by Norm Prusener; motion carried. Letters will be sent to Edge Braodband and the County indicating the Town’s approval.
Mr. and Mrs. Ray Naegele requested a variance for a garage they are building. Bob Strand made a motion to accept the variance proposal for a 3’4” roadside setback and a 21’2” height variance, the motion was seconded by Norm. The motion carried unanimously. A letter will be sent to both the Naegeles and the County Zoning Board indicating the Town’s approval.
Todd and Kristine Zinkgraf request a variance for their driveway, retaining wall and grade change, along with a 0’ setback for the retaining wall from the road right of way. The property depth at the driveway entrance is 57’and the request is for 31’ for the driveway. The setback request for the retaining wall is 21’and a grade change that aligns with the ally. A motion to approve the request was made by Norm Prusener, seconded by Bob Strand, the motion carried unanimously. Further statement was offered by Norm Prusener that town approval is technically not required since Woodchuck Alley is a private road. A letter will be sent to the Zinkgrafs and the County Zoning Board indicating the Town’s approval.
Public Input: Representative Don Vruink attended to share what projects he is working on, on behalf of the residents in the 43rd District.
Meeting was called into closed session at 7:40 PM, by a motion from Norm Prusener, seconded by Bob and passed unanimously.
Proposed 2021 draft budget. After discussion regarding carry over amount, Lowell made a motion to carry over $31,699.52, seconded by Norm and motion carried unanimously.
Norm moved to return to open session at 8:20, seconded by Lowell, motion carried.
Board paid bills.
Norm moved to adjourn meeting at 8:30 PM, seconded by Lowell, motion carried.
