Jon called the meeting to order at 6:00 pm

In attendance: Jon Tanis, Bob Strand, Jake Hintz, Jorja Boiley

 

Jon made a motion to approve the agenda, seconded by Jake and the motion carried.

 

Bob made a motion to approve as written the Minutes from the 6-11-2025 Board meeting, Jake seconded the motion and the motion carried

Bob made a motion to approve as written the Minutes from 6-23-2025 Special Board meeting, Jake seconded the motion and the motion carried.

 

Sergeant Nick Yohanek reported that there were 158 calls in June; there have been several arrests at beach. There was also one incident involving a car driving through the barricade on Hwy 12 during construction.

 

Treasurer reports – fund and cash balances were read. A copy of the report is attached to these minutes. Bob approved the report, seconded by Jake and the motion carried

 

There were no supervisor reports.

 

Public Works report: Carl has been mowing. Payne and Dolan will be working on Woodward Avenue beginning the week of July 21.

 

Public input:
Ms.Bellinger, Ridge Road, has a water sports advocates group who provide training opportunities. She is asking that the Town assist in sharing her information on the Town website.

Several people shared their opinion that they feel the current hours for no-wake do not need to be changed. Tammy Tomitsu, Christie, Carl Wolinski, Scott Moffat, Dan Dern, Jeannie Kelleher, Keith Walter.

Robert Sivek feels that changing the hours on days preceding a holiday only confuses the public and the hours should be the same no matter what the day.

Cal Tomitsu said based on his personal experience involved with safety issues, appreciates the police presence on the lake.

 

 

Board discussion on wake hours: Regarding hours for wake regulation, Jake feels that the current hours work well. He feels that the only holiday that caused issues is the 4th of July. Bob thinks day before should be closed at 7:00 PM Bob says the sign at the launches need to be change to reflect the distance change for buoys from 150’ to 200’.

 

John wants to explore holding classes that would offer the opportunity for those with differing opinions to present their opinions. It would be organized as a seminar. He is suggesting perhaps two events regarding pros and cons to enhanced wake boat. Jon had the opportunity to experience being on the lake in a wake boat and does agree that in the deeper areas in the lake, there is not a problem with wake issues, However, where the lake is 13’ deep there are definitely negative results.

 

The Safety patrol wants to increase the budget for patrol personnel. While the patrol does not give tickets for every infraction, they always write citations for OWI, no life jackets, no boater safety certificates.

 

The results for the recent postcard survey for ATV/UTV:

  • Total postcards mailed 1274
  • Undeliverable 11
  • Returned no signature 7
  • Received after 6/30 3
  • Total returned 353    28%
  • 189 voted to keep the limited road usage as it is
  • 164 voted to open all the roads

 

Jake is not in favor of total open roads, but there should be some flexibility to provide some individual freedom. He also indicated that complaining on social media does no good. If there are issues, call the Sheriff’s department. 262-741-4400 select #2 and someone is there 24/7.

 

Jake made a motion to open all the roads, there was no second.

 

Bob made a motion that if Richmond Township decides to open R&W Townline Rd, the Town of Whitewater should do the same, and include Chapel Dr, Jon seconded the motion and the motion carried.

 

Jake received calls regarding the speed limit on McCabe Road. He suggests changing the limit to 45 mph. The decision was to set up the portable traffic counter and determine if the change is warranted.

 

The discussion regarding new auditor was tabled until the August meeting.Discuss audit options due to retirement of current auditor – August meeting.

 

  1. Old business:
  • Jon made a motion to remove speed limit designations for specific roads in CODE and develop Appendix B that would be easier to modify as the need arises, seconded by Bob and the notion carried.
  • The discussion for amending Road related ordinances will be on the August Agenda
  • Jon made a motion to reverse the motion made in December 2024 regarding the rate of pay for CDL drivers for roadwork. The new pay scale will be $30-35.00 per hour for CDL drivers and non-CDL will be $25-30.00 per hour. The actual rate for an employee will be at the discretion of the Town Chair and/or Public Works Superintendent, Bob seconded the motion and the motion carried.
  • All signers on the checking account must meet with First Citizens State Bank to process the paperwork.
  • Jon made a motion to pass Ordinance 07092025-1 which amends chapter 1-51(A) regarding the start time for monthly board meetings. The start time will be 6:00 PM. Jake seconded the motion and the motion carried.

 

No decision was made regarding a joint meeting with the Town of Richmond for up-dating any ordinances that involve both Towns as it pertains the Whitewater Lake CODE

Bills were reviewed and checks signed.

 

Jon made a motion to adjourn, seconded by Bob and the meeting adjourned at 7:25 PM.
