Town of Whitewater Town Board Meeting

May 12, 2021

 

Lowell Hagen called the meeting to order at 7:00 PM

In attendance:  Lowell Hagen, Norm Prusener, Bob Strand, Jorja Boiley

 

Norm Prusener made a motion for approval of the meeting agenda as presented, Bob Strand seconded the motion and the motion passed unanimously.

 

After a review of the minutes of the April 21, 2021 Town Board meeting, Norm Prusener made a motion to accept the minutes as written, Bob Strand seconded the motion, the motion passed unanimously.

1. Treasurer: and Clerk reports –

• Per Sean Blanton, the DNR has placed safety training for lake/boat usage on hold until further notice.
• The first Branch Chipping service was completed on May 3 and May 4. The parameters for this service: must contact the Town Hall either email or telephone by the Thursday prior to scheduled Monday, the branches must be in one orderly stack, 3’ by 5’, branch ends facing the road and placed near the fire number. Maximum, branch size is 6’ diameter.
• Future up-coming dates: May 28, 2021, 9:00 AM meeting at the Town Hall with Marcia Clifford regarding changes to Town Ordinances.
• Land and pond treatment issues regarding use of herbicides for weed control are being addressed as a result of new DNR proposed regulations. The changes would prevent the elimination of invasive weeds. Lake Management is addressing the issue.                      Jacob – extra calls over last two months. Controlled burns not called in advance.
• The Town received a scholarship that pays in full the Clerk Institute scheduled for the second week in July.
• Open book:2:30 – 4:30 June 1; Board of review – 6/9/2021 3:00 – 5:00
• Residence at N7463 Ridge Road received a violation notification from the County for making changes to property that requires a Construction Site Erosion Control Permit. Work has been halted.
• Per a resident’s request, the Sgt. Skibba has requested an increase in patrol activity on Kettle Moraine.

 

Sgt. Jacob Skibba’s report indicated that there were increased calls for the last two months. There are incidents of controlled burns and the residents are not advising the fire department ahead of time.

Supervisor’s report:

Bob Strand shared that starting May 1, there were 5 street signs that were knocked down or up-rooted and otherwise damaged. Most likely the damage occurred due to the severe wind storms and the signs have been replaced. Most of the incidents were on Clover Valley, Millis and Engel Roads.

Norm Prusener reported that the buoys are being installed on Saturday, May 15. The culvert on Grand View that was partially the cause of standing water on the road has been repaired. As part of on-going clean up, several trees were removed on Hi-Lo Road.

Chairman’s report – Lowell has received several calls about the Mercury 150 boat motor that is for sale.
Also generating several calls is the ad for a full-time Roadman.. So far two candidates have been interviewed.

The DNR states that they want to see the bid dollars for repairing State Park Road. They will then determine if the State can afford to pay for needed repairs.

Three contractors offered bids for the projected 2021 Road Projects. Rock Road, Payne & Dolan and Asphalt Contractors. The Board will review the bids at a later meeting and decide on how to proceed.

Lowell Hagen made a motion to approve $450.00 to purchase a traffic counter, Norm Prusener seconded the motion and the motion passed unanimously.

American Rescue Plan Act is a federal program designed to alleviate costs incurred as a result of COVID 19. There are several areas for which the funds may be used, however, no road projects are included. The funds will be paid in two payments and the Town must expend the funds by the end of 2024. As of March 16, 2021, the Town of Whitewater is allocated $145,013.71.

The Financial Report for YE 2020 was discussed. There was an increase in the Town’s funds of $28,000.00. There were no questions raised about any of the information.

 

Public input:

Ms. Bonnie Wood expressed concerns about the conditions of the roads in Scattered Oaks subdivision and the fact that list of potential road repairs in the 2021 does not include her area.  She indicated that it has been several years since any repairs were performed in her neighborhood.

 

The Board reviewed and paid monthly billings.

 

Norm Prusener made a motion to adjourn the meeting, seconded by Lowell Hagen, the motion carried with a majority vote. The meeting adjourned at 8:55 PM.
