Town of Whitewater Town Board Meeting Minutes
Wednesday, January 8, 2020
Present: Lowell Hagen, Robert Strand, Norman Prusener, Jorja Boiley
Approval of agenda –Norm made a motion to approve the agenda as written, the motion was seconded by Bob
Motion passed unanimously.
The minutes of the December 11, 2019 Town Board meeting were reviewed. Norm made a motion to accept the minutes as written, the motion was seconded by Bob. The motion passed unanimously.
Clerk report – none
Treasurer report – account balances were read. Norm made a motion to accept the clerk and treasurer reports as presented,the motion was seconded by Bob. Motion passed unanimously.
2nd side Supervisor – There was one call on Hillside Dr. OK’d to pay Bob Harris to clean up on Hillside Dr.
1st side Supervisor: Tom Nielson – filled in asphalt on Edge. The Taylor Rd sign waiting for bracket.
Chairman: none
Sheriff’s Department incident report. Ira Martin provided and read the report. There continues to be a problem with residents on Ridge Rd for multiple 911 call hang-ups. May be a phone service issue. One animal neglect call and upon inspection it was determined that the dogs have shelter outside that is heated shelter as well as heated water. 3 rescue calls. Howard Rd still needs sign posted “no trucks” which will enable the police to ticket violators.
Discussion regarding the high water levels signage for the lakes during the summer. Need 19 signs @ 79.00 per each. Norm will talk to Town of Richmond as they share water rights. Most can be posted on existing poles and the design would include the ability to have signs opened night before the warning goes in effect. If a resident lives on the lake and would therefore not see the signs posted on the road, they may be granted a pass for ignoring the warning.
Norm moved to enter into an agreement with Richmond to install wake signs up on a permanent basis at a cost of $2000.00. Bob seconded motion and passed unanimously
Southern Wakes United attended meeting re: ski shows. Asking permission to continue Saturday AM, Sunday AM practices and Sunday night shows and occasionally on a Wednesday. Show schedule not set as of this meeting. Aware of the high water issues and will cancel practice and shows. Bob made a motion to approve the shows and practice, seconded by Bob. Vote passed.
Other town business:
Lowell is suggesting a raise for Donna Sherman from 15 – 18. Norm made a motion to increase her hourly wage to $18.00/hour and motion was seconded by Bob. The motion carried.
Lowell suggests to sell the large plow truck that requires a CDL and do not have a driver. Place ads to sell with the proceeds to be deposited to savings account. Suggest that it could sell for $25K. Equipment is not put to full use and storage space is an issue. No decision was made.
Lowell leaving for the month of February and will not be paid.
Public input:
Letter Lake Management association goes out in February. Need boat ordinances to be published. State has changed rules regarding observers. Concerned about publishing incorrect information. Need to contact Sean Blanten about which statute is changed. # 30-59 needs to be modified. Norm to contact Sean to determine the correct wording. Goes to print end of march.
Julie – thanks for clearing brush on Kettle Moraine Rd. Helps to see at the stop sign.
State Rep Don Vruwink. Will be redesigning intersections for safety. He is visiting every road in his district. He has been canvassing to meet his constituents. Tomorrow there will be decisions regarding the Palmyra/Eagle school potential closings and combining. Issues are concerning school choice/referendum. Palmyra school district is 8 million in debt.
If WUSD takes students from Palmyra, WUSD will assume ½ the debt. To date, no decisions have been made. Additional issue regarding lack of referees for sports. Between verbal and physical abuse experienced by referees, there is a lack of people interested in being referees. There have been some games were cancelled last year because no referees.
