Regular Town Board Meeting
Wednesday, 3-12-2025
Lowell called the meeting to order at 6:00 PM
In attendance were Lowell, Bob Jon Jorja Carl
Bob made a motion to approve agenda as written, seconded by Jon and the motion carried.
Bob made a motion to approve the approve the Minutes from 2-20-2025 Board meeting.
Treasurer: the balances were read for three fund balances, tax receipts and cash account
Clerk report:
The annual homeowner’s meeting will be held on April 16, 2025 with a start time of 6:00 PM.
Elections: April 1; early voting starts 3/18 – 3/25. Town voting hours are normal business time with an additional day to vote on Saturday, 3/22 9-Noon.
Public test is 3/19/2025 at Noon.
There is a copy of the referendum for the school district if anyone wants copies.
April 19 and 26, Larry with the trapping organization has reserved the Town Hall from 7:30 until meeting is over. Need a volunteer to open the door on both days; they leave through the garage. Please advise who will do this.
Pat Romenesko will no longer audit townships. Walworth and Whitewater are the only ones he is auditing in 2025. I have a few references that I will be contacting for new auditing services. This information will be discussed at April’s meeting.
Jon made a motion to approve the Clerk-Treasurer report, seconded by Bob and the motion carried.
Supervisor reports:
Bob: no report
Jon: his concern regarding ordinance for weight limits is later on the agenda.
Lowell: no report
Public Works: Carl indicated that the “hard start” for the new road construction is March 31, 2025.report. He is concerned about larger trucks not following the following the detour signs and wants to keep the 8 ton restriction on Kettle Moraine until the project is completed. Projected date for completion is end of summer. The Town has rented a boom for cutting and removing branches along roadways. That process will begin the week of March 17. His intention is to start working on E. Lakeshore Dr.
On behalf of the Sheriff’s department, Nick Yohanek reported that the milk hauler who was justifiably ticketed for being overweight on a posted road had the ticket voided. The Department is planning on increasing patrol during the road construction. There were 114 calls in February.
Julie Marvin Abramson with Southern Wakes ski team provided the tentative schedule of events for Summer 2025. Lowell made a motion to approve the schedule, seconded by Jon and the motion carried. Julid also provided the required Certificate of Insurance.
Jon made a motion to approve the schedule for concerts on the lake for the GWLPOA for this summer, seconded by Bob and the motion carried.
Russ Kilpin addressed the issue of opening all roads in the Township for ATV/UTV traffic. He does not think that people’s objections to doing that is from a safety perspective. Other comments expressed opinions both for and against. Randy Loch said he observed a father driving with two children who are too young to be riding and did not have protective helmets. Other concern was for groups who walk on the roads that they are walking side by side instead of staying closer to the edge of the road.
Discussion for doing a 2nd non-binding survey for all homeowners. It was determined that it would be needed since many people felt they did not receive the original survey in survey for ATV/UTV
Lowell made a motion to send postcards with no return stamp and with three people to approve the verbiage prior to the cards being mailed, Jon seconded the motion and the motion carried.
Lowell made a motion to continue with the 8 ton limit on trucks on Kettle Moraine Dr east of County P for the duration of the Hwy 12 construction, Bob seconded the motion and the motion carried. The Town of LaFayette is in agreement and will post at the 8 ton limit.
Lowell made a motion to approve Resolution #03122025 which designates the Whitewater Register as the newspaper of choice to use for required publications for legal notices and that posting on the Town website and the Town bulletin board is preferred for notices that do not require publication, Bob seconded the motion and the motion carried.
Branch chipping dates: 5/5 6/2 ; 7/7; 8/4; 9/2; 10/6. Lowell made a motion to approve these dates, seconded by Jon and the motion carried.
A decision was made for Carl and Bob to meet and discuss potential road repairs for 2025. It is at their discretion to determine If an actual tour of the roads is needed.
Jon will attend the Wisconsin Town’s Association training for training on Board of Review. The meeting will be held at 841 Brewhouse on Friday, 3-28-2025 Jon will go.
Carl sent 350 Requests for Qualification for the design/planning for the Howard Road construction. The deadline for receiving information from potential design firms is 2:00 PM on Monday, March 17, 2025. Carl, Bob and Jon will meet on Monday, March 24 at 6:00 AM to review the firms who submitted proposals. This meeting will not be addressing any cost for the project.
Jon made a motion to sign the MOU from the State for purchasing salt from the WI Department of Transportation for 200 tons of product, seconded by Lowell and the motion carried. Purchasing from the State is less money than from the County. However, the Town must receive the amount ordered. If the Town requires additional tonnage, the State will accommodate that need. The Town can also sign an MOU with the county.
Public comment:
Scott Friess indicates that the signage on County P and across Hwy 12 is incorrect. Carl explained that per the County, he had to sign as end of route on the north side of 12. County P ends at the stop light on Hwy 12. Scott was concerned about the legality of where the road is closed or open..
Monthly checks were reviewed and signed.
