Town of Whitewater Town Board Meeting Minutes

Present:  Lowell Hagen, Robert Strand, Norman Prusener, Jorja Boiley

Norm made a motion to move approve the agenda, seconded by Bob.  Motion passed unanimously.

The minutes of the May 7, 2020 special meeting were reviewed.  Norm made a motion to accept the minutes as written, seconded by Bob.  The motion passed unanimously.

Clerk report

• Safety Patrol community safety training is rescheduled for June 6,7. If still Safe at Home, arrangements will be made to hold training outside.
• August Partisan primary is the 11^th. Congressional districts 1&5, plus state rep district 43; county clerk, Treasurer and register of deeds
• Walworth is requesting a report on all planned road construction which will be provided to them after the road bids are accepted.
• JNT is requesting fireworks application and I will notify them that a Certificate of Insurance and proof of licensed pyrotechnic operators.
• Letter from Walworth County regarding gravel pit

 

Treasurer report – Jorja read the account balances.  Norm made a motion to accept the Treasurer and Clerk’s reports as read, seconded by Bob.  Motion passed unanimously.

 

2^nd Side Supervisor –  no report

1^st Side Supervisor – no report

 

Chairman: A property on Homburg Lane is being repossessed. Neighbor raised complain about the condition of the property with no attention being paid to landscape. Wants to know if mowing can be performed by someone other than the owner. A call was made to the county for assurance that would be legal.

A letter received from the Tavern League of Wisconsin requesting a reduction in liquor licenses due to the fact that bars and restaurants have not been in operation since the Stay Safe at Home program was initiated. Discussion centers on the request to lower the license fee from $500.00 per year to $50.00. Lowell made a motion to deny the request and leave the renewal fees at $500.00. The motion was seconded by Norm; the motion was unanimously passed.

A sign has been installed at the entrance to South Beach Court that indicates “private property – keep out”, although Walworth County has deemed this road as public since 1974. It has been maintained by Township. To date, no one has requested a change due to adverse possession. No motion was offered, however, Lowell said to remove the sign as soon as possible.

20 faded fire number replacements will be ordered as soon as the list is provided by Bob Harris or Tim Ryan.

Discussion about Branch Chipping Service provided for properties that are tax exempt. During the last 5 years the Town has performed a “clean sweep” of the entire Township twice a year: Spring and Fall. This service is done to enhance the curb appeal of the Township especially during tourist season and when potential buyers are looking for property to purchase. This service will enhance the property values. Lowell made a motion to continue Branch Chipping service for tax exempt property before Memorial Day weekend. The motion was seconded by Norm and motion unanimously passed.

Other town business –

Approval was given to allow private property owners to display “no wake” signs on their own property during high water episodes.

Items for Auction: Thursday, May 14, Lowell, Bob Harris and Jorja will be taking pictures of the items that will be sold at auction through the on-line services of Wisconsin Surplus. The truck will be listed with a minimum accepted price of $25,000.00 and the Mercury outboard motor will list at a minimum of $7500.00.

Public Input –

Lillian Roy indicated that since so many public events are being cancelled this summer due to COVID-19 that lake residents were discussing holding musical events that would be sponsored by private individuals. The events would be held on private property and not involve the Township.

 

Board paid bills.

 

Bob made a motion to adjourn at 7:36pm, seconded by Norm.  The motion passed unanimously.
