Bob Strand called the meeting to order at 6:00 PM

In attendance: Bob Strand, Jake Hintz, Jorja Boiley Carl Ahrens

Bob made a motion to approve the agenda, seconded by Jake and the motion carried.

Review and approve minutes December 10, 2025 Board meeting

Sheriff’s department report: Nick reported that there were 154 calls during the month of January.

Collection at the Township for tax bills will end January 31, 2026. Any payments after that date must be paid to and sent to the County by July 31, 2026

 

Clerk report:

There will not be an election in the Township in February. The next election is scheduled for April 6th. Anyone wanting an absentee ballot for the April election or through the end of 2026, must request an absentee ballot ASAP, unless already on the record as “indefinitely confined”. Please request through      www.myvote.wi.gov

 

Early, absentee, in-person voting will begin on March 24. The hours for voting: 9:30 AM – 4:30 PM, Tuesday through Friday, 9:00 AM – Noon on Saturday March 28. This schedule offers 38 hours for voters to take advantage of early voting. The week of March 30,hours will be Tuesday and Wednesday 3:30 PM – 6:00 PM, an additional 5 hours. The State is asking/requires that the Township provide a minimum of 20 hours.

 

Voting at the polls will be April 7, 7:00 AM – 8:00 PM

 

The school district provided information regarding the allocation for the 2025 Referendum. Copies are available.

 

Jake made a motion to approve the clerk-treasurer report, seconded by Bob and the motion carried

 

There were no supervisor’s reports

 

Public works report – Carl has been busy plowing and maintaining equipment

 

Public input – Dan Dern says the roads are being well-maintained.

 

Samuel Karns, the new Superintendent of Schools, provided information on his background and some of his philosophy on education and managing the process. His core values involve Students as the #1 priority; high expectations for student achievement; emphasis on school, community and family partnerships; responsible planning and management of resources. One of his methods for communication with the public is to publish a newsletter on a regular basis.

 

Anneliese Knapp shared her concerns about a neighbor who has developed a dirt bike track in his yard which causes noise issues at various times during the day. He even had a gathering during the holidays. He had removed all the trees on his yard in order to build the track which only serves to make less of a noise barrier. She is wondering what can be done about this situation.
Jake thinks the DNR may be the best way to solve the issue. Jake provided Brad Wilson’s name and phone number to use for a contact. Nick Yohanek, liaison for the Sheriff’s Department, indicated that noise nuisance depends on time of day when it occurs. The DNR could test the decibel levels and perhaps suggest solutions if needed to satisfy both parties involved.

 

West Albion Holdings up dated their conditional use application for N7646 State Park Road that involved increasing the width of access roads to accommodate first responders’ access. Jake made a motion to approve since the changes met the criteria as previously stated pending communication between the two attorneys and the county, the motion was seconded by Bob and the motion carried.

 

Bob made a motion to approve the request made by Land Use and Resource Management at the County for the 2050 Comprehensive Land Use. The request is to eliminate the wording “for reasons affecting the public welfare” found in an excerpt from Chapter 6 and add a definition of “extraordinary circumstances”  (see attached document) Jake seconded the motion and the motion carried.

 

Old business: Jake made a motion to approve the purchase a new truck as discussed at December’s meeting and cap the purchase at $130,000.00, Bib seconded the motion and the motion carried.

 

Monthly bills were reviewed and checks signed.

 

Bob made a motion to adjourn, seconded by Bob and the motion carried. The meeting adjourned at 7:10 PM.

Definition of “extraordinary circumstances”

Unusual, unforeseeable, or uncontrollable events occurring beyond the standard schedule of comprehensive plan amendments that require immediate response due to impacts on public health, safety, welfare, job creation, or economic development.
