Town of Whitewater Town Board Meeting Minutes

Present:  Lowell Hagen, Robert Strand, Norman Prusener, Jorja Boiley

Approval of agenda -Bob made a motion to approve the agenda as written, seconded by Norn.  Motion passed unanimously.

The minutes of the February 12, 2020 town board meeting were reviewed.  Norm made a motion to accept the minutes as corrected, seconded by Bob.  The motion passed unanimously.

Clerk report – The February 18, 2020 election had a 26% voter response. Reminder that there is an April 7 Spring and Presidential Preference Election.  The April annual meeting and monthly town board meetings will begin at 6:30pm on Tuesday, April 21. For any interested resident, there will be a voter machine Public Test on Friday, April 3 at 10:00 AM.

Treasurer report – Jorja read the account balances. The second installment on Real Estate taxes are payable to Walworth County Treasurer and due no later than July 31, 2020.

Norm made a motion to accept the Clerk and Treasurer’s reports as stated, seconded by Bob.  Motion passed unanimously.

2nd Side Supervisor – Norm reported that the water level signs should be delivered end of next week. 20 signs were ordered and most of them will be installed on existing poles. About 6 of them will need to have new poles installed. May 9, 2020 is the date chosen for installing buoys. There are three retired deputies who will be working on the boat patrol this summer. Township will advertise the outboard motor for sale on the auction site. Asking price is $7500.00. Bob Harris will take pictures of the motor to include with the ad.

1st Side Supervisor –  Additional equipment needed to be sold is Truck #16.

Chairman – nothing to report.

Sheriff’s Department Incident Report – Ira Martin provided and read the report.  During February there were 192 calls for service. At issue is the procedure for handling items found that could be related to meth labs. If anyone finds objects such as tubing, Gatorade or other 32 oz containers, batteries that have been compromised, kerosene containers, they are asked to contact the Sheriff’s department. The items should not be removed from the area where they are found. The Federal Government will pay for clean-up of the area as long as the items have not been removed. There were 7 vehicular accidents and majority involved car/deer incidents.

Officer Martin has accepted a position as manager for the county drug enforcement division. Tonight is his last time to attend our meeting.

Schedule for Road Inspection trip – Norm motioned and Lowell seconded that April 7, 2020 starting at 8:00 AM would be the date/time for the road inspection.

Clerk Institute – approval was given for Jorja to attend the Clerk Institute in Green Bay the week of July 12 – 17, 2020. Norm made the motion to approve, seconded by Bob. The motion carried. Suggestion was made to contact Donna Sherman, Deputy Clerk to cover the Township open hours during that week.

JNT 2020 Slip Rental Agreement – The lion’s Club has offered used of their pier for docking the boat. Norm mad a motion to table the conversation regarding the Slip Rental Agreement from JNT. The motion was seconded by Bob. Motion was unanimously accepted.

The State authorized payment in the amount of $15,000.00 for repair to Ridge Road. The bids for the road repair were about $75,000.00. The State contribution is part of the LRIP Agreement that is applied for every two years. The repair needed is to mill existing pavement that is needed due to aging surface.

Shore Station – discussion surrounding needs for a new boat lift as current equipment is damaged and does not have the appropriate weight capabilities. The boat is 4700 pounds and the lift has a maximum of 3,000 pounds. Conversations are needed with Sean Blanten for options to replace the lift.

Dates for Branch Clipping: May 4, June 1, July 7, August 3, September 8, October 5.

Buoys have been inspected. The caps are in good order and no need to purchase new buoys. Some of the chains need to be replaced.

Status of water level signage – as previously stated, the signs have been ordered and should be available for installation after next week.

Other town business:

Boat lift rated 3000 #’s, boat weighs 4700 #’s; Per Jeff @ JNY lift not worth repairing and he does not want to be liable. Each support corner is cracked. He has a used, in good shape for $4000.00 with a 5000 # capacity.

Public Input –

Glee Hansen is new resident and has issues with water/flooding on her property at the corner area of Hwy County P and Esterly Rd. Issues with repairing culvert include buried telephone lines for AT&T. Cannot dig in culvert. Bob Strand indicated that there is another area that is tiled and could be cleaned out to help recede the water. Cannot be cleaned out until all snow and ice have melted.

Board paid bills.

Norm made a motion to adjourn at 7:47 PM, seconded by Bob.  The motion passed unanimously.
