Regular Town Board Meeting
Wednesday, 6/10/2026
6:00 PM
Jon called the meeting to order at 6:00 PM
In attendance: Jon, Bob, Carl, Donna Sherman – Deputy Clerk
Jon requested a motion to amend agenda item #11 that will be addressed in the clerk’s report
seconded, by Bob all in favor and the motion carried.
Bob made a motion to approve the 5-13-2026 Board meeting minutes seconded by Jon all in favor and the motion carried
Bob made a motion to approve the 5-19-2026 Special Board meeting minutes seconded by Jon all in favor and the motion carried
At 6:01 PM Jake arrived
County Sheriff’s Report – Jake announced that Nick took a new role and as a result will no longer be the town sheriff liaison, Jake reported 109 calls for service in May. Jake reported lake patrol has been a challenge covering as he has retired staff out on vacations, so Jake has been filling in after his regular shift at the county. Jake mentioned Memorial Day weekend there were three citations for lack of PFD’s
Clerk-Treasurer Report read fund and cash balances:
- Office equipment 11,548.22
- Truck equipment 36,831.50
- New building/maintenance 51,776.53
- Tax receipts 745,886.73
- Cash account 99,933.99
Clerk’s Report- Provided Current fee Schedule eff 5/13/26
Provided information to the board for review about Chapter 38 specific to culverts this will be a July Agenda item.
We received notice of an ordinance violation regarding a fence being constructed over the lot line and into the road right away the property owner has been notified.
The date for the next branch chipping will be July 7th
Walworth County provided a Sanitary Survey Report for the Channing Well the survey reported nothing that needed correcting.
Item #11 the Tanner Butke survey map Jon needed to re-sign based on a typo on the map.
Bob made a motion to approve the clerk’s report as present seconded by Jake all in favor motioned passed.
Supervisors report Jon mentioned he will be speaking with the city regarding Jakes way.
Public Works report – Carl has been mowing roadsides – cut some down trees with recent storms today and all chip sealing is done and stripping will occur later.
Public Comment
Tammy Tomomitsu – N7583 Ridge Road what is the ordinance for barking dog. Jake said it would be routed to the county – and reported each time to show a pattern. This way there would be a record of it to then be able to take any action. Tammy said hopefully the one call will resolve the matter.
Tanner Butke – New Signature for correction on survey map -Moved to Clerks Report.
Sam Miller – Verify schedule for building timeline – Al Hulick 4450 Milton Avenue – Janesville WI spoke on behalf of Sam Miller.
He is requesting permission to pour the concrete for all four pads; they are ok with building one building at a time as initially approved.
Bob asked if buildings would be built on all concrete – Samual said yes, and he has a contract to have all buildings completed by August. Jake said this was not mentioned when it was initially requested and has not seen the effort put forth to clean up what was previously requested. Al Hulick acknowledged it was not requested at the time of approval. Jake said we gave an initial incentive to have the outlined conditions in place to move forward.
Jake made a motion to keep the parameters/plan as initially stated in the Sept 16th, 2025, letter and not to allow all the concrete to be poured at once, seconded by Bob all in favor motion passed.
Renewal contract for municipal Group Assessor – Bob made a motion to approve the new contract seconded by Jake all in favor motion passed.
Review and Approve liquor licenses and parameters Jorja provided – new additional bartenders – were mentioned for Willow Brook and The Wharf /Lauderdale Landing- Bob made a motion to grant the licenses for all three businesses Fuzzy Pig, Willow Brook and The Wharf/Lauderdale Landing Jake seconded all in favor motion passed.
As for the hours of operation, Jon said several residents have shown concern over the extended hours it was then opened for comments
Dan Witte – N7264 Cliffs View Lane he no comment on the hours – but was disappointed that it was not open for Memorial Day weekend
Dan Dern – N7536 West Lake Shore – he would be in favor of keeping the hours that was previously approved food until 9 open until 10.
Chris Peters W8328 Townline Road – feels The Wharf is great addition to the community something that was needed. Fels hours should be extended. He has family that owns homes in the area and is excited.
Tammy Tomomitsu – N7583 Ridge Road lives near feels a good place and having extended hours would be nice for the community.
Nicole Tomomitsu-N7583 Ridge Rd– with water skiing going to sunset being able to hit dinner by 9 might be tight also it’s a good attraction to be able to show off on the lake.
Fuzzy Pig and Willow Brooks hours are different establishments. Jake provided call history from 2020 mentioned only three calls for service for disorderly conduct none for excessive noise or OWI’s.
Jake felt we owe it to the people to still run a trial run for the year – keep it at 10 PM and then reevaluate in a year to see what kind if any calls result.
Bob made a motion that the liquor sales at The Wharf stay at 10 PM except for July 3rd through July 5th, 2026, to be open until 11PM. The hours of operation will then be reviewed at the first town board meeting in May of 2027, seconded by Jake all in favor motion passed.
A draft proposal for permissive use on Jeannette dr if in order we will move forward with final copy the board will review and provide any changes to Jorja.
The State of WI provided create and care opportunities for Rustic Roads and it was presented to the board for review.
Changes to competitive Bidding Jon pointed out that the Act generally increases the dollar threshold for competitive bidding requirements for local public work contacts from $25,000 to $50,000 and it increases the dollar threshold for providing public notice of contracts from $5,000 to $10,000.
Schedule B regarding speed limits on Town Roads no action taken.
Fire number Sign Fee currently states no building, or structure shall be erected on any site lacking a town of whitewater approved fire number sign unless a fee is paid to the Town for the cost to the Town of procuring and erecting on site a fire number sign.
Jon made a motion to have a designated permit or a structure on the exiting property to apply for a fire number Jake seconded Jake all in favor motion passed.
Monthly invoices were reviewed and approved.
Jon made a motion to adjourn, seconded by Bob, the motion carried and the meeting adjourned at 7:05 PM.
