Jon called the meeting to order at 6:00 PM
In attendance: Jon, Bob, Jake Jorja Carl
Bob made a motion to approve the agenda, seconded by Jon and the motion carried.

Sheriff’s department report: Cody Agnes was representing the Sheriff’s Department. He indicated that there were about 100 service calls during November.
Clerk-Treasurer report:

Engagement letter received from Eric Larson who is the new attorney for the Township.
There is a meeting planned for potential County Board Supervisor Candidates. December 16 at the government Center in Elkhorn
Bob made a motion to approve the clerk-treasurer report, seconded by Jake and the motion carried.
Supervisor reports:
Jake – New speed limit signs on Kettle Moraine are installed.
Bob – no report
Jon – thanking Carl Bob and Owen for their work on keeping the roads plowed.
He attended the fire meeting and reported that there was a discussion related to billing for fire calls, rather than raising taxes. Billing the recipient of fire services and then the Town, if the bill was not paid, was the normal procedure prior to the current contract.
Public works report: ON-going plowing and salting. The Paser report which is required by the Department of Transportation is complete.
Allison Finkel presented information regarding a plot of land referred to as “Jeannette Dr”. They purchased the acreage on Kettle Moraine Drive that was owned by the Cunningham Trust. Due to the potential placement of their new residence, they are asking for the Town to vacate the property and that would allow them to add a driveway to access the most buildable portion of the property. The Board’s decision is to have their documents sent to Eric Nelson, the Town attorney, for review. Bob asked about Henry Road which also runs alongside their property. According to Allison, that road designation has been dissolved. Bob raised the question whether the Town should merely vacate Jeannette Dr or sell at a fair price.
Tanner Butke W7545 Esker Ct combining two parcels to build a personal outbuilding or garage. Without combining the two parcels, he is unable to build the outbuilding. Bob made a motion to approve the combining of the two parcels, seconded by Jake and the motion carried.
Discussion:
West Albion Holdings presented their plans for a renovation at the property located at N7646 State Park Road. They plan to build 5 cabins that would be used for short-term rentals, relocate and purchase new house trailers in a specified location, They emphasized that this will be a family friendly camping area. They will remove 5 of the 7 existing piers and leave one for fishing and one for mooring boats. The boat pier will have several slips. They plan to convert an existing house to a convenient store. There are currently two septic systems and one well.
Board concerns:
Jon says the lighting must stay on the property and not affect any neighbors.
Quiet time hours – Jake feels 9 is late enough for activities that may interfere with the neighborhood. He also asked if they will install surveillance cameras and that the Sheriff’s Department must have 24/7 access to that equipment without any need for issuing subpoenas
Jake – opposed to having rental boats attached to the property. Insurance liability.
Any pier issues must have DNR compliance.
The proposed path around the area needs to be wide enough to accommodate first responder’s equipment.
No parking on State Park Rd
Rules are to be included in rental agreement and visibly posted on site.
Motion:
Jon made a motion that the campground must comply with quiet times noticed the same as for the Wharf Restaurant (same language as for Wharf), the rules must be on-line and posted on site, the docks DNR must be DNR approved and to Town Code, the driveway must be enlarged to at least 10’ wide, install security lights and, 24/7 access to surveillance, and approval by our attorney. Bob seconded the motion and the motion carried.
Portion of minutes from 8-13-2025 board Meeting regarding parameters for the Whitewater Wharf Restaurant:
The motion, as stated by Jake and seconded by Jon includes the following stipulations:
- The County approves the building plans and parking availability.
- Outside lighting will be placed in such manner as to shine towards the facility and not the lake. The lighting will not be directed upwards and will not project higher than State Park Road
- Hours of operation: Monday – Thursday 11:00 AM to a hard stop at 10:00 PM; Friday, Saturday, Sunday 11:00 AM until 10:00 PM. Food service ends one hour prior to closing.
- Memorial Day through Labor Day: Live music allowed twice per month, otherwise acoustic; all outdoor music will end at sunset.
- Speakers to face the restaurant, decibel levels TBD
- Security system installed with 24/7 access to law enforcement.
- Restaurant will be built on current footprint
- Docks will be arranged per DNR regulations
- Parking will not extend onto road
- Outdoor seating limited to 30 people
- File for Seller’s Permit and business tax information through State of Wisconsin
Jon made a motion to amend the 2050 Plan for Walworth County, Chapter 6 to reflect the wording “for the reasons affecting the public welfare” will be removed. The motion was seconded by Bob and the motion carried.
Effective 1/1/2026, Lange Enterprises will no longer be issuing fire numbers, although they will provide new signage as requested. The numbering system will be provided in house under Bob Strand’s supervision and with help from the County.
At Jon’s direction, Carl secured estimates for a new F550 truck that will be used for plowing. The most reasonable quote for the specifics required is $65,000.00. The topic was tabled until the January meeting.
Jon made a motion to pay a Christmas bonus in the amount of $250.00 to Carl, Jorja and Donna, Jake seconded the motion and the motion carried.
Jake made a motion to approve the elections judges as follows for the 2026-2027 election cycle:
Non-affiliated: Ruth Flescher, Jamie Gunter, Donna Kollwelter, Cheryl Rezabek, Mary Salverson, Donna Sherman
Republican part list (as provided by the Walworth County Republican party)

Bob made a motion to approve the election judges as listed, Jon seconded the motion and the motion carried.
Monthly payables were reviewed and paid.
